The Government has launched a new system with ‘Local COVID-19 Alert Levels’ throughout England. It is also being called as the 3-tier system by many.

The approach is going to scale different parts of the country as per varying levels of the COVID-19 spread. It will measure the rate of infections and highlight the area under one of three different alert levels. Local lockdowns will operate on the basis of these levels.

Summary of the Three-Tier System

The three different levels in the three-tier system include,

  • Tier 1 – Medium Alert Level
  • Tier 2 – High Alert Level
  • Tier 3 – Very High Alert Level

Here is a summary of all the rules and restrictions applied to the severity of the levels.

Tier 1 – Medium Alert Level

  • In these areas, the “rule of six” is operational. It means no more than six people can socialise in the form of groups no matter indoors or outdoors.
  • Workers can continue to visit for household work. They will not lie under the rule of six in their workplace.
  • Venues and businesses can continue working. However, eateries and clubs must assure that customers remain in their seats while eating or drinking. Also, each of these must restrict their work hours from 10 am-5 pm.
  • Takeaway meals can continue delivery after 10 pm only if ordered online or through call.
  • Schools and educational institutes will remain open.
  • Places of worship will remain open; however, people are not allowed to break the rule of six.
  • Weddings and funerals can continue by limiting the total number of attendees allowed. (15 and 30 respectively)
  • Sports and workout classes can continue taking place outdoors. However, if the rule of six is followed, it can take place indoors too.

Tier 2 – High Alert Level

  • People residing under this level are strictly not allowed to socialise with others outside their house. Otherwise, individuals can only connect in any indoor setting with people who belong to the support bubble.
  • Workers can continue to visit for household work. They will not lie under the rule of six in their workplace.
  • Outdoor places like gardens, parks, and beaches will strictly follow the rule of six.
  • Venues and businesses can continue working. However, eateries and clubs must assure that customers remain in their seats while eating or drinking. Also, each of these must restrict their work hours from 10 am-5 pm.

Tier 3 – Very High Alert Level

  • Residents are restricted from socialising with individuals who not live with them or do not belong to the support bubble. The rules apply to all indoor settings, private gardens, and also to events and hospitals.
  • Workers can continue to visit for household work. They will not lie under the rule of six in their workplace.
  • Outdoor places like gardens, parks, and beaches will strictly follow the rule of six.
  • Bars and pubs are only allowed to keep operating as restaurants. These can serve alcohol only as an actual food item.
  • Schools and educational institutes will remain open.
  • Places of worship will remain open. However, any sort of household mixing is strictly forbidden.
  • Weddings and funerals can continue by limiting the total number of attendees allowed. (15 and 30 respectively) However, wedding receptions are not granted any permission.
  • Sports and training classes are allowed to take place outdoors. In the case of an indoor setting, permission is granted only if people do not mix with others outside their support bubble. Nevertheless, in Merseyside, gymnasiums were announced closed soon after entering tier 3.
  • Travelling to and from a tier 3 area must be avoided. Only in case of work, education, and other youth services, it is allowed.
